Mostly commenting here in hopes that some clarification overall comes along because like you, UKtravelbear, I see that written, but also saw Loyalty Lobby write that had changed. I wish IHG would just decide if they want to be Hyatt or not!

In the paragraph before it clearly states that CSUs can be used on Rewards Nights:

  • "Confirmable Suite Upgrade can only be applied to stays that are on an eligible rate, e.g., Best Flexible, Member Discount, Reward Night, Government, and select Corporate and package rates"

"Free nights" can also be nights that are gifted or compted by the hotel, won through some competition, compensation by an airline etc....and you can't apply an CSU to those.

All my IHG booking are made via an agent so I hope that the customer service rep I spoke has it wrong, but they did seem very insistent on this.
I didn't have the time to escalate this to a manager. Although I have being that person but as it's not in the T&Cs I feel a bit aggrieved.

Has anyone else redeemed a CSU for a travel agent booking?

It depends on the rate. I once asked our travel department to book a IHG flexible rate. I have had for a time my own Sabre / Galileo Access and therefore knew, that one can book rate via travel agent which are bascially the same rates as one the homepage. It was the same rate as on the IHG page. Applying a CSU failed. The explanation was, that it had to be the flexible member rate booked on IHG homepage. So yes, I got the same reply. Canceling the travel agent rate and booking the flexible rate over the homepage and applying a CSU worked.
IHG has to pay a comission to the travel agent in most cases, so I assume, it might be the reason. But I might be wrong here.

I also failed to apply a CSU to a flxible rate where I added bonus points.

I applied a CSU in Bangkok at Easter. The rate was flexible with bonus points. They were dirt cheap at only £5 for 5000 every night. Sometimes the agents seem to make the rules up on the spot….

You still can't use it on a travel agent rate booked directly through IHG.
